Government Technology Stack
A layered framework guiding the use of technology and enabling a digital government for Papua New Guinea. The stack comprises six interconnected layers from cyber security governance up to the e-Government Portal.

Government Cloud Platform
Established under the Digital Government Act 2022 (Part III), the Government Cloud Platform provides a 'Cloud First' approach for all government agencies. Agencies are encouraged to migrate existing systems to this secure, sovereign infrastructure.

Cyber Security & Governance
Protecting against cyber-attacks, ensuring data confidentiality, managing access control, and developing response plans. Overseen by the Public Service ICT Steering Committee (PSICTSC) established under the Digital Government Act 2022.

One Single Point of Access to All Public Services
Experience the convenience of accessing all public services in one place. The PNG e-Government Portal functions as a centralised hub enabling citizens, businesses, investors, and public bodies to access digital services through a user-friendly, single-window interface.
The portal comprises at least three single-window portals integrating high-value, high-impact digital services offered by government agencies — including a Citizens' Portal, Government Portal, Investment Portal, and Students' Portal.

The National Data Governance and Protection Policy establishes principles of data minimization, purpose limitation, transparency, and accountability for all entities handling personal data in Papua New Guinea.
Digital Transformation Officers (DTOs)
Every public body must designate a DTO to coordinate digital transformation, manage electronic data, facilitate system interoperability, and provide regular ICT reports to DICT.
Legislative Mandate
The Department of ICT operates under the Digital Government Act 2022 and the Digital Government Plan 2023–2027. Its mandate covers digital service delivery, government cloud infrastructure, cybersecurity governance, national data governance, and the implementation of the Government Technology Stack across all public bodies in Papua New Guinea.
