Terms of Service

The terms and conditions governing your use of the Digital Government website and e-Government Portal.

Please read these Terms of Service carefully before using the Digital Government website and e-Government Portal. These terms constitute a legally binding agreement between you and the Department of ICT — Digital Government of Papua New Guinea regarding your use of the Services.

1. Acceptance of Terms

By accessing or using this website and the e-Government Portal (collectively, the "Services"), you agree to be bound by these Terms of Service and all applicable laws and regulations of Papua New Guinea. If you do not agree with any of these terms, you are prohibited from using or accessing the Services.

2. Use of the Services

Permitted Use

The Services are provided to facilitate lawful access to digital government services, agency onboarding, and citizen engagement with the Department of ICT — Digital Government of Papua New Guinea. You may use the Services only for these purposes and in compliance with applicable PNG law.

Prohibited Conduct

  • Submitting false, misleading, or fraudulent information in any application or registration.
  • Attempting to gain unauthorised access to any part of the Services or another user's account.
  • Using the Services to conduct or facilitate any unlawful activity, including money laundering, fraud, or terrorism financing.
  • Interfering with or disrupting the integrity or performance of the Services.
  • Reproducing, distributing, or commercially exploiting content from this website without prior written authorisation from DICT.

3. Investor Portal Accounts

Registration

To access the Investor Portal, you must register and provide accurate, complete, and current information. You are responsible for maintaining the confidentiality of your account credentials and for all activities that occur under your account.

Account Security

You must notify DICT immediately at info@digital.gov.pg if you suspect any unauthorised use of your account. DICT will not be liable for any loss or damage arising from your failure to protect your account credentials.

Suspension and Termination

DICT reserves the right to suspend or terminate your account at any time if we reasonably believe you have violated these Terms or applicable law, or if your account has been compromised.

4. Investment Applications

All information submitted as part of a service request is subject to verification. Submission of a request does not guarantee approval or any other administrative outcome. DICT processes requests in accordance with the Digital Government Act 2022 and related legislation.

By submitting a request, you confirm that all information provided is accurate, complete, and not misleading. Providing false information is an offence under Papua New Guinea law and may result in refusal, revocation of access, or referral to law enforcement authorities.

5. Intellectual Property

All content on this website, including text, graphics, logos, icons, and software, is the property of the Department of ICT — Digital Government of Papua New Guinea or its content suppliers and is protected by applicable copyright and intellectual property laws. You may not reproduce, duplicate, copy, sell, or exploit any portion of the Services without express written permission from DICT.

7. Disclaimer of Warranties

The Services are provided on an "as is" and "as available" basis. DICT makes no representations or warranties of any kind, express or implied, as to the accuracy, completeness, reliability, suitability, or availability of the Services or the information contained therein. Use of the Services is at your own risk.

DICT does not warrant that the Services will be uninterrupted, error-free, or free of viruses or other harmful components. We reserve the right to modify, suspend, or discontinue any aspect of the Services at any time without notice.

8. Limitation of Liability

To the fullest extent permitted by law, the Department of ICT — Digital Government shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of, or inability to use, the Services, even if DICT has been advised of the possibility of such damages.

9. Governing Law

These Terms of Service shall be governed by and construed in accordance with the laws of Papua New Guinea. Any disputes arising in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of Papua New Guinea.

10. Changes to These Terms

DICT reserves the right to revise these Terms of Service at any time. Revisions will be posted on this page with an updated effective date. Your continued use of the Services following the posting of changes constitutes your acceptance of the revised Terms.
